Hacia una mejor gobernanza económica global
El objetivo fundamental planteado por China para la gobernanza económica global es impulsar la globalización económica rumbo al equilibrio, al beneficio generalizado y a las ganancias compartidas, entendiéndose el equilibrio en el sentido de tomar en consideración las demandas de los países desarrollados y de los en vías de desarrollo para equilibrar sus preocupaciones, el beneficio generalizado en el sentido de dar todo tipo de intereses y beneficios tangibles a todos los países para beneficiar a sus pueblos, y la ganancia compartida en el sentido de integrar los intereses del propio país con los de los demás y vincular el desarrollo de uno mismo con el desarrollo común de todos. La gobernanza económica global debe contar con la participación conjunta de todos los países del mundo, y es necesario sobre todo otorgar mayor representatividad y derecho a opinar a los países con mercados emergentes y los que se encuentran en vías de desarrollo.
完善全球經(jīng)濟(jì)治理
中國(guó)提出的全球經(jīng)濟(jì)治理的根本目標(biāo)是推動(dòng)經(jīng)濟(jì)全球化朝著均衡、普惠、共贏方向發(fā)展。均衡，就是要兼顧發(fā)達(dá)國(guó)家和發(fā)展中國(guó)家需求，平衡發(fā)達(dá)國(guó)家和發(fā)展中國(guó)家關(guān)切。普惠，就是要把各種實(shí)實(shí)在在的利益和好處帶給所有國(guó)家，惠及各國(guó)人民。共贏，就是要把本國(guó)利益同他國(guó)利益結(jié)合起來，把本國(guó)發(fā)展同各國(guó)共同發(fā)展聯(lián)系起來。全球經(jīng)濟(jì)治理應(yīng)該由世界各國(guó)共同參與，特別是增加新興市場(chǎng)國(guó)家和發(fā)展中國(guó)家的代表性和發(fā)言權(quán)。
Improving global economic governance
The idea of global economic governance proposed by China aims at promoting the growth of economic globalization in the direction of balance, universal benefits and win-win results. Balance means to accommodate the needs of both developed and developing countries, and balance their concerns. Universal benefits mean to bring concrete interests and benefits to all countries and their people. Win-win results mean to link the interests of one country with those of others and associate its development with that of others. Global economic governance should include the participation of all countries and in particular enhance the representation and voice of emerging-market and developing countries.
L’amélioration de la gouvernance économique mondiale
La gouvernance économique mondiale, préconisée par la Chine, a pour objectif fondamental de rendre la mondialisation économique équilibrée, inclusive et gagnant-gagnant. Par ? équilibrée ?, on entend qu’il faut tenir compte à la fois des demandes et des préoccupations des pays développés et de celles des pays en voie de développement. Par ? inclusive ?, on entend que tous les pays et tous les peuples bénéficient réellement des intérêts et des avantages substantiels. Par ? gagnant-gagnant ?, on entend qu’il faut associer ses propres intérêts et son propre développement à ceux des autres pays. La gouvernance économique mondiale exige la participation commune de tous les pays et l’augmentation de la représentativité et du droit de parole des économies émergentes et des pays en voie de développement.

中國(guó)が提起したグローバル経済ガバナンスの根本目標(biāo)はバランス、包括的、ウインウインの方向に向かって、経済グローバル化を推進(jìn)することである。普遍的恩恵とは、さまざまな具體的な利益とメリットをすべての國(guó)々にもたらし、各國(guó)人民に恩恵を與える、という意味である。ウインウインとは、自國(guó)利益と他國(guó)の利益を結(jié)合し、自國(guó)の発展と各國(guó)との共同発展を結(jié)び付けるということである。グローバル経済ガバナンスは世界各國(guó)の共同參畫によって行わなければならず、特に新興市場(chǎng)國(guó)家と途上國(guó)の代表資格と発言権を増やさなければならない。
Улучшение глобального экономического регулирования
Основной целью концепции глобального экономического регулирования, сформулированной Китаем, является содействие движению экономической глобализации в направлении сбалансированности, общих преференций и взаимовыигрышности. Сбалансированность означает учет потребностей как развитых, так и развивающихся стран, осуществление равновесного подхода к беспокойствам, испытываемым как развитыми, так и развивающимися странами. Общие преференции означают предоставление реальных выгод и пользы всем странам, действия во благо всех народов. Взаимовыигрышность означает соединение интересов своей страны с интересами других стран, интеграцию процессов развития своей страны с процессами развития в других странах. В глобальном экономическом регулировании должны принимать участие все страны мира, особенно важно, чтобы страны с ново-формирующимся рынком и страны развивающиеся усилили свое представительство и право голоса.
